Sanctions normalisation is not sanctions screening
Normalisation makes official data consistent. Screening compares a subject with that data and applies matching and decision rules.
What normalisation does
It parses a supported official schema, preserves identifiers and provenance, standardises fields and records changes between source versions.
What screening adds
Screening needs subject data, name and identifier matching, thresholds, aliases, false-positive handling, escalation and a decision process.
Keep the boundary visible
Label a normalised file as source preparation. Do not state that a person is clear, matched or sanctioned unless an authorised screening and decision process supports that conclusion.
